Client Context & Opportunity
After a very productive meeting in Dubai UAE with partners
Several national railway corporations in Africa and South Asia and the Middle East were decommissioning obsolete rolling stock and rail lines, creating a high-volume supply of HMS1 railway scrap. However, they lacked structured buyers, export compliance, and a monetization strategy. Jose Global Consulting intervened to convert this waste stream into a profitable export asset and, to stabilize volumes and bridge supply gaps, we partnered with top HMS1 scrap suppliers in Qatar – ensuring a consistent flow of high-quality material to meet international demand.
Our Intervention & Execution
Amb. Dr. Martins Abhulimhen negotiating deals with investor
We began by engaging rail authorities and accredited industrial dismantlers to secure exclusive access to high-grade HMS1 scrap under long-term supply agreements. A grading and certification system was implemented to meet the metallurgical standards of international steel mills. Parallel to sourcing, we coordinated port-side logistics, customs compliance, and export documentation to create a seamless outbound supply chain.
To stabilize revenue, we negotiated offtake agreements with steel mills across Turkey, India, and the Middle East, locking in floor prices and reducing exposure to volatility. Market intelligence and shipment scheduling were managed continuously to time exports against favorable pricing windows.
Outcome & Impact

The initiative transformed underutilized railway scrap into a recurring foreign-exchange earner. Rail authorities monetized obsolete assets without capital expenditure, dismantlers gained continuous workstreams, and overseas steel mills secured a consistent feedstock supply. The end-to-end structure created by Jose Global Consulting delivered predictable cash flow, regulatory compliance, and an export-ready model that is now replicable in additional countries.
